Go to Tools -> Options -> Calls -> Call Forwarding in Skype and enter your cell phone number with are code with +1 in front. All calls coming from your SkypeIn number and skype account will be forwarded to your cell phone. Your cell phone phone company will recognize these calls as local calls even though the area code will be (000). If you have an unlimited incoming cell phone plan and $3 unlimited national calling for Skype your pretty much set. The person who calls your SkypeIn number will be charged a local rate.
You can buy SkypeIn numbers in several countries and all your calls forwaded will be charged as local calls for both participants. The person calling your skype number can also add it to the "myFavs" service offered by many providers.
